Does the Reform of Classified Evaluation of Scientific And Technological Talents Promote the High Quality Development of Scientific Research Level in Universities ——Based on the Quasi Natural Experiment of 9 Universities Reform

Abstract:In September 2014,China carried out the pilot reform of classified evaluation for scientific and technological talents at nine universities for the first time,and the pilot reform formed a quasi-natural experiment.Based on this quasi-natural experiment,this paper uses the PSM-DID method to conduct policy evaluation on the reform of classified evaluation for scientific and technological talents,and studies the mechanism of action of the reform.According to the empirical results,it is found that the reform of classified evaluation for scientific and technological talents leads to an improvement of the scientific and technological level specifically by improving the efficiency of human resources and capital,which also lead to a higher development for the overall scientific and technological level in universities,but there is a time lag effect.The research results provide empirical evidence and important policy enlightenment for China to continue to promote the reform of science and technology classification evaluation.
