Abstract:The study investigates the access system of scientific research projects in American universities from three approval processes:the education and training at the early stage of investigation,the application of materials audit and assessment,the process supervision after application.It points out the successful experience of the system,such as escalation of legal regulations,economic leverage,third party participation and professional protection.However,the system also faces lots of challenges.For example,the rigidity of the approval process,lack of professional in the field of social sciences review,the contradiction between research freedom and scientific research ethics,the impact of commercial research review agencies on university research review under the market mechanism and so on.This study is designed to provide relevant experience in field survey for researchers and the institutional improvement for scientific research review institutions in China.
