Application of Blockchain Technology in National Governance: Scenario Design and Suggestions

Abstract:Chinese government has isolated information islands in terms of data collaboration,sharing and comparison,which will lead to a certain degree of public trust risk.Blockchain technology should make a difference.This article analyzes the basic logic of blockchain technology in the process of improving national governance system,uses emergency management scenarios as an example to build the basic architecture of the blockchain emergency management collaboration platform,and analyzes the operation processes under three scenarios:before,during and after the outbreak of an emergency.The results show that blockchain technology can help form the basis for emergency management decision-making and can promote the development of the national governance system in the direction of flattening.However,it needs to be realized that on a global scale,blockchain technology has not yet achieved large-scale applications,and the application of blockchain technology in national governance will face many non-technical obstacles.It is recommended that the government should establish a coordination group to strengthen knowledge sharing,strengthen R&D support for basic service components,and improve legal and institutional systems for platform applications.
