The Upgrading Effect of Industrial Structure of Smart City Policy ——An Empirical Study Based on Time-Varying DID

Abstract:This paper analyzes the industrial structure upgrading effects of smart city policy,using panel data of 186 cities in China from 2001 to 2017,and adopts a time-varying DID method to evaluate the industrial structure upgrading effects of sample cities.The research found the followings.①Regardless of whether time fixed effects and individual fixed effects are examined,the coefficient of smart city policy is significantly positive,indicating that smart city policies can promote industrial structure upgrading in pilot cities.②Taking full account of regional heterogeneity and urban scale heterogeneity,the results show that the impact of smart city policy in underdeveloped regions is greater than that in developed regions.Smart city policy is more effective in extreme scale cities.③Combining the theoretical and empirical analyses results of the influence mechanism,it can be seen that in the process of industrial structure upgrading brought by smart city policy,there are indeed three mediating effects named as innovation-driven effect,financial support effect,and foreign direct investment effect.
