Policies and Paths to Improve the Contribution Rate of Scientific and Technological Progress——Empirical Analysis Based on the Degree of Integration of Technology and Economy

Abstract:Based on the BC1992 individual effects model,the stochastic frontier production function model is used to decompose the total factor productivity into technological progress,technical efficiency,scale efficiency and allocation efficiency to measure the degree of technological and economic integration.The results show that the overall technological and economic integration of 31 provinces,municipalities,and autonomous regions across the country from 2010 to 2019 has shown an upward trend,and this improvement is mainly achieved through the improvement of allocation efficiency and scale efficiency.However,the overall technical efficiency and the rate of technological progress have shown a downward trend,and the scale efficiency and configuration efficiency have shown an inverted u-shape in many provinces.It is proposed to increase the rate of technological progress in underdeveloped areas,enhance the original innovation capability,and enhance the integration of technology and economy;improve technical efficiency,open up channels for the transformation of science and technology to the economy;break through the inverted U-shaped turning point of scale efficiency,and increase the contribution rate and contribution of factor inputs.Four suggestions include maintaining the growth trend of allocation efficiency,optimizing existing systems and mechanisms to ensure the deep integration of technology and economy.
