Abstract：Based on concept and classifications of internationalization of national innovation system,we collected the related policy texts in the period of the 11th Five-Year,the 12th Five-Year and the 13th Five-Year,and coded policy texts from the perspective of innovation policy tool theory.By adopting social network analysis and policy text quantification,coordination relation of policy implementer,structure and function were studied further.The results show that policy implementer coordination was formed by four departments,and structural coordination and functional coordination are insufficient.Eventually,this research put forward suggestions to strengthen policy coordination in China's internationalization of national innovation system in period of the 14th Five-year.
