Research on the Subject Composition and Functional Forms of National Strategic Science and Technology Forces

Abstract:Strengthening the national strategic science and technology forces is a major strategic decision for China to participate in the world's scientific and technological competition in the new stage,and it is of great significance to enhance the the national innovation strength.A comprehensive review of relevant domestic and international researches indicates that,actually,the national strategic power theory and national innovation system theory constitute the theoretical foundation of national strategic science and technology forces.In this way,the author concludes a new definition of its connotation on the basis of absorbing and drawing on relevant points of view.Through specific nature analysis,this paper finds that the national strategic science and technology forces contain diversified characteristics such as policy orientation,multi-layered structure,public attributes,tolerance and openness.In practical development process,the national strategic science and technology forces gradually move from initial proposal to maturity,which now already assimilates national laboratories,scientific research institutions,high-level research universities and leading technology companies.The subject composition of the national strategic science and technology forces is illuminated by grasping its connotation and characteristics.At the same time,the paper explores the functional forms,including improving the national innovation efficiency,leading the technology to leapfrog and catching up,realizing the self-reliance of science and technology,and becoming the world's leading scientific and technological power which may provide better guidance for the operation of national innovation activities.
