How to Promote the Transformation of Scientific and Technological Achievements Under the Coexistence of New Normal of Economic Development and Technological Blockade ——Perspective of Policy Choice

Abstract:The paper constructs a framework of regional innovation capacity as the boundary of research system,combines literature analysis and semi-structured interviews to construct fuzzy cognition map,uses weighted index and system iteration to identify the function of each element of regional innovation capacity system with science and technology achievements as its center,and optimizes policy options through scenario analysis and policy simulation to provide support for science and technology achievements transformation and innovation policy's adjustment and optimization under the coexistence of new normal and technology blockade.The results show that the system of regional innovation capacity centered on the transformation of scientific and technological achievements is suitable for scenario analysis and policy simulation.Intellectual property policy is a fundamental policy that should be implemented as a priority in innovation-driven strategies;Self-regulatory policies play an important role in promoting the implicit elements of regional innovation capacity systems and are an indispensable part of the policy combination.
