Abstract:Ethical value has become a necessary measurement element for the sustainable development of medical artificial intelligence. In previous studies, the possible ethical and moral problems in different application scenarios have been combed and analyzed in detail, and attempts have been made to put forward governance suggestions for different medical scenarios. However,in the face of the lack of ethical value in the transformation of intelligent medicine, there is little comprehensive research. This paper uses the theory of socio-technical transformation, based on the macro landscape and micro niche,to gain insight into the shortcomings of the current medical ethical governance of artificial intelligence.Taking the shaping path of the future intelligent medical society-technical system as the starting point, this paper believes that the social network dialogue mechanism, institutional innovation and social experiment are the feasible paths for embedding ethical values in the design of medical artificial intelligence, emphasizing the equal consultation of multiple stakeholders, the collaborative progress between multi-dimensional institutional norms and the practical feedback of social technology experiments are the necessary guarantee for the“science and technology for the good”of medical artificial intelligence.
