Research on the Implementation Effect of High-Level Talent Policies of Local Governments

Abstract:Taking the high-level talent policies of Shaanxi Province as an example,this study takes the policy objectives as the basis,then constructs an evaluation index system for the implementation effect of high-level talent policies from the perspectives of talent growth,academic achievements and so on.Then,this study uses descriptive statistics,regression discontinuity design and other methods to explore the implementation effect of high-level talent policies of local governments.The study found that even with the support of the governments,it is difficult for provincial high-level talents to grow into national talents,and young scholars are the group with the greatest potential From the empirical analysis results,the government's policy support for high-level talents can not significantly promote their innovation output.However,whether the local government should continue to maintain high-intensity support for a few high-level talents and how to break the restriction factors of policy implementation effect may be the key to talent work in the future.
