Abstract：A country with a high level of scientific and technological originality,strong innovation leading ability,balanced development fields,and strong economic strength,comprehensive national strength and world influence can be called a world leader in science and technology.In terms of outcome characteristics,building a world leader in science and technology is to achieve strong science,technology and innovation based on the scale of economic volume.While from the process characteristics,it is to promote strong economy and comprehensive national power with the support of education and strong science and technology.That means,building a world leader in science and technology is not only strong in science and technology,but also help to strong economy and comprehensive national power.Compared with the recognized world leader in science and technology,China has outstanding performance in some scale features and influence indicators,and is comparable to and even exceeds some of the countries,but limited by the stage of development,development foundation and other reasons,the shortcomings of China in many other aspects are also very obvious,and overall,there is still a gap with the countries.For China to achieve strong science,technology and innovation,it must change its mentality and development philosophy with an eye on the future,promote high-quality development of science and technology and empowering human development in science and technology investment,accelerate science,technology and education reform with talent training as a link in science and education integration,and promote economic transformation with science and technology self-reliance and self-strengthening as a means in science and economic interaction.We should open up the economic “double cycle”and “education ⇌ technology ⇌ economy”double interaction,so as to promote economic and social development and comprehensive national power,and build a world leader in science and technology.
