Abstract：With the rapid development of digital economy,data flow has a profound impact on the global economy.To fully release data dividends and pool the advantages of the digital economy,countries have gradually established and improved internal rules on cross-border data flows,and actively participated in construction of global cross-border data flows.Due to differences in data protection levels and environments among countries,the lack of consensus on governance of cross-border data flows has also become a challenge for countries and the formulation of rules on cross-border data flows in international cooperation.Based on the characteristics of data elements in the digital economy and the connection between data flow and globalization,this paper explores cross-border data flow rules in EU,US and international cooperation,and sorts out the development of data protection and cross-border data flow rules in China.Aiming to provide reference for the formulation of China's data governance plan in line with the current demand.
