A Research on China's 5G Policy Characteristics and Evolution Trends Based on Multi-Dimensional Quantitative Analysis of Policy Documents

Abstract:5G technology is of great significance to China's future industrial development.Scientific analysis of the characteristics and evolution trends of 5G policies is vital for optimizing policy system and promoting 5G-related technological innovation and applications.Based on 115 policy texts issued by the state from 2006 to 2021,this article focused on intergovernmental relations,policy hotspots,and policy clustering and analyzes the characteristics and evolution trend of 5G policy through constructing research framework of TNP (policy tool,intergovernmental relation network and policy point),using policy bibliometric methods which include social network analysis,co-word analysis,multi-dimensional scaling analysis and so on.The study found the distribution of 5G policy tools is mostly concentrated on the supply dimension and the environment dimension,and the demand dimension is less.Again,the patterns of 5G policy issuance agencies are characterized by the Ministry of Industry and Information Technology as the core,and multiple departments including the National Development and Reform Commission,the Ministry of Commerce,the Ministry of Finance,and the State Administration for Market Regulation and so on jointly participate in.Finally,the policy focus has also undergone a process of shifting from environment creation to R&D to technology application,as well as the evolution trend from regulation to guidance and then to service.
