Research on the Evolution and Optimization of Regional High-Tech Industrial Policy Since the Reform and Opening up——Based on the Policy Text Analysis of Fujian Province

Abstract:Since the reform and opening up,Fujian Province has promulgated and implemented a series of high-tech industrial policies based on the reality of its own industrial development and under the guidance of relevant national policies,which has played a strong role in boosting the realization of the strategy of strengthening the province in scientific and technological innovation.The high-tech industrial policy of Fujian province is highly representative in the whole country.Combing out its evolution process and carrying out policy optimization research can provide reference and inspiration for other provinces.Over the years,Fujian province has played the role of talent cultivation,tax incentives and intellectual property protection policies,and has highlighted the talent agglomeration effect,strengthened intellectual property protection,and accelerated the accumulation of innovation achievements.A large number of high-tech enterprises have emerged,and the output value of high-tech has continued to grow,which has become the“booster”of economic and social development.At the same time,there are still some problems in high-tech industrial policies,such as weak flexibility in the use of tools,inadequate evaluation and feedback mechanism,and inadequate talent incentive policies.Therefore the paper puts forward some optimization countermeasures,such as innovating the use of policy tools,improving policy service system so as to promote the development of high-tech industries.
