Abstract：The county is the basic unit and basic support of the national economy,and the county-level science and technology management department is the grass-roots grasp of the national science and technology innovation work. However,for a long time,Chinese science and technology management system has shown the phenomenon of“the upper heat,the medium warm and the lower cold”,and the county-level science and technology bureaus have been“rescinded and merged”in previous institutional reforms. Aiming at the phenomenon of“rescission and merger”of county-level science and technology bureaus,based on the summary and review of the development of county-level science and technology management system,this paper combs the setting of Chinese county-level science and technology bureaus at the present stage after the institutional reform in 2018,explores the main reasons for the“rescission and merger”of county-level bureaus,and analyzes the operation mode and impact of county-level science and technology bureaus after the“rescission and merger”. Finally,it puts forward some suggestions for the future development of county-level science and technology management.
