Abstract：To solve the social principal contradiction needs the effective support of S&T policy,which should be adjusted timely with the transformation of the social principal contradiction.S&T policy in China has changed three times with the transformation of the principal contradiction of the society.It has realized the change from the establishment of S&T system to the promotion of the combination of S&T with economy and then to the improvement of the effective supply of S&T.In the new era,China's S&T policy is facing a new logical direction,including the formulation and implementation of S&T policy must meet the needs of better life as the necessary premise,the value of the policy turns to pay more attention to balanced development and reflect social equity and justice,the goal is to fully develop and reflect the speed and efficiency of social production.From the perspective of social principal contradiction,there are three dilemmas in China's S&T policy:untargeted mission and goal,structural mismatch between policy supply and demand,and the participants lack coordination.We should focus on the S&T policy mission that people need,reconstruct the supply structure of S&T policy,and strengthen the interactive participation of the policy subject around solving the principal social contradictions.
