Quantitative Research on Science and Technology Evaluation Policy Based on PMC Index Model

Abstract:Science and technology evaluation policy has far-reaching significance for stimulating science and innovation ability,creating good science and technology ecological environment and building an open path for the development of science and technology.In order to objectively evaluate science and technology evaluation policy of China and improve the rationality,completeness and scientificity of relevant policies formulated and issued by the government in the future,this paper takes the national science and technology evaluation policy of China issued from the beginning of 2016 to the end of 2020 as the research object,using Python 3.1 software carries out text analysis to clarify the important content of the policy.Combined with the results of text analysis,a PMC index model including 10 primary variables and 44 secondary variables is constructed to quantitatively evaluate science and technology evaluation policies.The study found that the object of national science and technology evaluation policy is clear,the guiding ideology is definite,the implementation scheme is specific and detailed,and the policies are closely related to each other.However,there are still some problems,such as imperfect overall evaluation system,incomplete goal realization,lack of prediction nature,lack of incentive function and so on.Finally,based on the conclusion,it puts forward some enlightenment for the design and implementation of science and technology evaluation policy in the future.
