Incentive Policy for the Transformation of Scientific and Technological Achievements in China:Policy Instrument Characteristics,Discourse Changes and Evolution

Abstract:Based on the three-dimensional policy analysis framework,this study analyzes the basic instrumental application characteristics,the discourse changes and the evolution logic of the incentive policy in the transformation of scientific and technological achievements in China during the period 2006—2022 by manual coding,identifying co-words networks,the discourse changes and evolution over time within 502 documents.For this purpose,the combination of qualitative and quantitative analysis i.e.content analysis and co-words analysis are being applied.The study finds that the instrumental application characteristics of the incentive policy differ from single and compound dimensions,and the incentive policy can be generally divided into 3 periods named as the period of incentive effectiveness implementation,the period of incentive breakthrough and the period of incentive system synergy.The policy discourse has shifted in different periods,and there are distinct dynamic patterns in incentive goals,incentive tools,incentive subjects and incentive efficacy,while three pairs of interactions,namely,local policy absorption and policy innovation,transformation of scientific and technological achievements and national innovation system construction,and change in value temperature of policy incentives and government attention,are the internal logic driving the policy evolution.
