How Can the Deep Integration of Government-Industry-University- Research-User Systematically Break Through Key Core Technologies

Abstract:This study adopts the longitudinal case study to explore the path and mechanism of the deep integration of China's high-speed railway's government-industry-university-research-user to break through key core technologies.The results are as follows.On the one hand,in the three stages of technological accumulation,introduction,digestion and absorption,and independent innovation that China's high-speed railway industry has experienced,the integration system of government-industry-university-research-user has gradually deepened and matured,and key core technological innovation capabilities of the high-speed railway have experienced the evolution of imitative innovation,secondary innovation,and integration and original innovation.On the other hand,under the macro-control and top-level design,aiming to meet user needs,the government establishes the management mechanism for joint tackling of major projects,ensures the collaboration of multiple subjects,multiple elements,and multiple projects,and gives full play to the advantage of the deep integration of government-industry-university-research-user,thereby accelerating the breakthrough of key core technologies.This study expands previous research on key core technologies and deep integration of industry-university-research,and provides important inspiration for the practice of Chinese manufacturing industry to break through key core technologies.
