Evaluation and Research on the Incentive Policy of Sci-Tech Achievements Transformation in“Double First-Class”Universities

Abstract:The effective formulation of incentive policies for sci-tech achievements transformation is crucial to promote a high-quality transformation of sci-tech achievements in universities.In order to evaluate the incentive policies of sci-tech achievements transformation in universities,this paper takes 36“double first-class”universities as examples,proposes an evaluation framework of incentive policies under sci-tech achievements transformation system based on the policy contents.The evaluation model is constructed by applying the PMC method,and cluster analysis is conducted on the sample universities based on the evaluation results.The results show that the incentive policies are generally better in terms of policy guidance and motivation,but need to be strengthened in terms of innovative incentive combination and the whole process guarantee of incentive governance.It is suggested that universities should further improve the multi-agent & diversified incentive combination mechanism,optimize the incentive implementation path,and enhance the effectiveness of“five-in-one”sci-tech achievements transformation governance,including behavioral governance,rights governance,risk governance,capacity governance and collaborative governance.
