Can Public Procurement Promote Enterprise Enabling Technology Innovation——Evidence from Listed Manufacturing Companies in China

Abstract:The deployment of enabling technology is related to the high-quality development of the manufacturing industry,but it also faces the problems of wide application scope,strong externalities,high principal-agent costs,and urgently needs the guidance of demand side policy tools such as public procurement.Taking the listed manufacturing companies in China from 2011 to 2020 as a sample,the study uses the machine learning propensity score matching method to explore the impact mechanism of public procurement on manufacturing enterprises' enabling technology innovation,and further analyzes the reasons for the difference effect.It is found that public procurement has a significant positive impact on enabling technology innovation in manufacturing enterprises,and its impact on common enabling technologies is greater than that on product enabling technologies;For electronic equipment manufacturing enterprises and high-tech enterprises,public procurement has a more significant positive impact on the development of enabling technologies;From the perspective of ownership attributes,public procurement has a more significant promoting effect on the common enabling technology of state-owned enterprises,while its positive impact on the enabling technology of non-state-owned enterprise products is more significant.The conclusion lays the foundation for formulating innovative public procurement policy tools,and also provides a reference basis for laying out common enabling technologies and promoting high-quality development of the manufacturing industry.
