The Characteristics and Evolution Trend of High-Tech Talents'Innovation Activities Under the Background of Scientific and Technological Evaluation Policy Transformation

Abstract:The research takes the new academicians of The Chinese Academy of Sciences(CAS)in 2021 as the research object,and counts the changes in the number of all academicians'papers,representative papers,papers with different authorship status from 2011 to 2020.We use Percentile in Subject Area(PSA),Category Normalized Citation Impact(CNCI)and other discipline standardization indicators to systematically analyze the characteristics and evolution trend of the paper output of high-tech talents in China,and explore the leading role of science and technology evaluation policy orientation on the science and technology innovation activities of high-tech talents in China,so as to provide decision-making reference for the further improvement of China's science and technology evaluation system.The results show that the number of CAS academicians published in foreign journals is 4.04 times of that in China.The number of representative papers in foreign journals is 22.45 times of that in China.Since 2016,the number of academicians'publications has increased significantly,and the proportion of domestic journal papers has continued to rise,especially the increase of the journal papers of“China Scientific and Technological Journal Excellence Action Plan”.According to the PSA ranking of papers at different levels,high-level papers are mainly published in foreign journals,and few in domestic journals.Academicians published 36.96% of their papers in domestic journals as the first author,and only 8.67% in foreign journals.Since 2016,the proportion of papers published as the first author has decreased significantly,especially in domestic journals.The conclusions of this paper are as follows.There is a large gap between the number of academicians published in domestic and foreign journals,but there is an obvious back flow trend in the number of academicians published in domestic journals.International authoritative journals are still the main platform for the academic exchange of high-tech talents,and the influence level of domestic journals needs to be further enhanced.With the improvement of academic status,high-tech talents are gradually shifting from executive positions to leadership positions in scientific research activities.
