The Logic and Realization Path of Double-Layer Governance of Science and Technology Innovation to Adapt to a High Level of Self-reliance and Self-improvement

Abstract:Science and technology innovation is a complex and multifaceted system project, which requires the participation of multiple macro and micro subjects to achieve collaborative governance.Under the overall goal requirement of high-level science and technology self-reliance and self-improvement, science and technology governance needs to take into account both macro and micro levels, and promote the construction of science and technology innovation with micro subjects as the core.This paper constructs a two-tier governance system of science and technology innovation based on the target requirements of high-level science and technology self-sufficiency and self-improvement in the new era.Among them, the core of macro governance is to correctly deal with the relationship between government, market and society, systematically promote macro policy reform and create a good ecological environment for science and technology innovation.The core of micro governance is to strengthen self-organization and collaborative innovation by clarifying the functional positioning of each subject, so as to stimulate endogenous innovation vitality.Macro and micro two-tier governance need to be effectively integrated to jointly promote the development of high-level science and technology self-reliance and self-improvement.
