Abstract:Self-reliance and self-improvement in science and technology is the strategic support for national development.Strategic science and technology talents stand at the forefront of international science and technology, lead independent innovation in science and technology, and undertake national strategic science and technology tasks, which are important forces supporting China's high-level scientific and technological self-reliance and self-improvement.This paper scientifically defines the connotation of strategic scientific and technological talents from the perspectives of characteristics, carriers, behaviors, and functions.Moreover, based on the development status of Shanghai, it is found that there are still problems such as insufficient number of strategic scientific and technological talents, imperfect training mechanism in major strategic tasks, insufficient strategic ability training in “normal”state, and the basic guarantee system needs to be optimized.Therefore, this paper fully learns and draws on the experience models of international and domestic strategic institutions to cultivate talents, major key tasks to cultivate talents, international scientific plans to cultivate talents, and “normal”capacity building to cast talents.Finally, this paper takes “mission orientation, strategic traction, ability training, and institutional guarantee”as the general idea, and proposes countermeasures and suggestions to strengthen the training and echelon construction of strategic scientific and technological talents from the aspects of establishing and improving the systematic training system of strategic scientific and technological talents, strengthening strategic capacity reserves, and optimizing the basic system for guaranteeing strategic scientific and technological talents.
