Abstract:For more than three decades,Chinese new energy vehicles industry policies have contributed to the rapid development of new energy vehicles industry in China.With the methods of word frequency analysis and other bibliometric methods,social network analysis,231 national new energy vehicles industry policies issued from 1991 to 2022 can be analyzed.The findings are as follows.①Most of new energy vehicles industry policies are jointly formulated by multiple actors in China,and the policy makers have formed a dynamically changing cooperation network.②With the passage of time,the scale of the network has gradually expanded,and the identities of the actors within the network have become more and more diversified,expanding from function departments within the government to social organizations outside the government.The structure of network has become more and more complex,gradually evolving from the“two-circle layer form”to the“one-pole multi-layer form”.③The scale and complexity of network increasing,the network has changed from“dense-balanced”to“loose-centralized”.With less interactions within actors,differences between roles of policy makers enlarging,the Ministry of Industry and Information Technology(MIIT),the Ministry of Finance(MOF),the Ministry of Transport(MOT),especially MIIT,assumed more important roles in the cooperation network,while the social organizations entering newly,industry associations,were at the edge of the cooperation network.
