Abstract:Digital transformation is reshaping globalization at present,and the digital competition between nations has become a focal point of international politics.While the United States still holds global leadership in the current landscape and has become a digital hegemonic power by controlling digital technology standards and trade rules,the rise of China's digital power is challenging American digital hegemony.The United States desires to maintain its hegemonic position and win the digital competition with China,thus outlining a global digital strategy.The long-term strategic goal of the United States is to establish a “free digital order”under American leadership and bring liberalism into the digital world.The practical approach involves implementing a stratified strategy,adopting different response strategies for different countries,strengthening digital relations with allies through a series of multilateral platforms and agreements,wooing countries in the “Indo-Pacific”region that hold significant importance in building a digital encirclement against China,and preventing the further expansion of the “Digital Silk Road.”Understanding the America's global digital strategy from a broader perspective is of great significance in countering American digital blockades,developing digital partnerships,and achieving breakthroughs for China.
