Evolutionary Analysis of Basic Research Governance Systems in the Context of Sino-U.S Technological Competition ——Comparative Study Based on Multiple Cases

Abstract:This article is based on the “stimulus-response” model of the CAS theory.Employing a multi-case study approach,it conducts a comparative analysis of three fiber optic enterprises,namely L,M,and K,in W city.By exploring the adaptive behaviors of systems in response to Sino-U.S.technological competition,this study delineates the internal mechanisms of their evolution.The research findings indicate that governance entities,influenced by Sino-U.S.technological competition,consolidate value consensus based on their respective national contexts and other adaptive relationships.Consequently,they adjust their attitudes and behaviors,fostering the emergence of new multi-level interactive governance structures among entities.This leads to the generation of collaborative governance forces,ultimately bringing the system into a comparatively “adaptive”state through coordinated adjustments.Additionally,discussing the differentiated development forms that governance structures exhibit in response to various complex governance issues reveals that governance subjects,in order to enhance environmental adaptability,actively seek collaboration with other subjects.The main types of cooperative governance structures are intermittent symbiosis,continuous symbiosis,and integrated symbiosis.
