Abstract:Amidst the rapid currents of the global technological revolution and industrial transformation,there has been a notable surge in governmental investment in fundamental research.This has propelled scientific endeavors towards strategic,systematic,and collaborative evolution,culminating in the emergence of a new paradigm:Mission-Oriented organized research.This paper delves into the Mission-Oriented organized research,examining its genesis,progression,and the managerial challenges it encounters,while offering strategic recommendations for the conduct of Mission-Oriented fundamental science.The article retraces the transformative journey of research institutions from an interest-driven to a Mission-Oriented approach,underscoring the critical role of fostering Mission-Oriented fundamental science in bolstering a nation's strategic scientific and technological capabilities.It also provides an in-depth analysis of the intrinsic challenges faced by Mission-Oriented organized research,such as structural realignment,objective formulation,resource consolidation,performance assessment,and governance mechanisms.Employing case study methodology,the paper addresses the inherent complexities of Mission-Oriented organized research and explores the innovative strategies implemented by the Tsung-Dao Lee Institute.These strategies include optimizing organizational structures,refining research objectives,developing large scientific infrastructure,enhancing personnel evaluation and incentives,and establishing a diverse funding framework.Drawing from the Tsung-Dao Lee Institute's Mission-Oriented organized research model,the paper synthesizes strategic recommendations for enhancing Mission-Oriented fundamental science.The aim is to adeptly navigate the intricacies and systemic demands inherent in Mission-Oriented organized research endeavors.
