Abstract:Digitalization represents not only a realm closely intertwined with modern knowledge and technology but also a sphere of global political and economic rivalry.Japan,an early adopter of digitalization,has traversed several key phases in its digitalization policy journey:a foundational phase focusing on the improvement of information and communication technology(ICT)infrastructure,an accelerated growth phase centered on the utilization of ICT infrastructure,a phase of intensified utilization aimed at promoting the use of electronic data,and a phase of comprehensive maturity focused on constructing a digital society.Analyzing the trajectory of Japan's digitalization policy through the lens of historical institutionalism reveals several key factors.At the macro level,stable party politics,persistent economic challenges,and inherent societal contradictions have shaped policy changes.At the meso level,a government-led institutional framework and an adaptive mechanism driven by social construction have shaped the policy environment.At the micro level,ongoing interactions among local governments,the public,and relevant sectors such as industry,academia,and research institutions have formed the fundamental framework,historical trajectory,and driving forces behind the fluctuating development of Japan's digitalization policy.By learning lessons from Japan's digitalization policy evolution,China can improve the efficacy of its own digitalization strategy through three key aspects including leadership in top-level design,refinement of core concepts,and pioneering digital governance innovations.
