A New Regional Innovation System Following the Development of the New-quality Productive Forces:the Framework and the Realistic Path ——Take Tianjin as an Example

Abstract：The regional innovation system serves both as a theoretical framework and a policy analysis tool.A series of new theories are proposed amid the new round of the scientific and technological revolution.And numerous new paradigms about scientific and technological innovation are emerged.Consequently,it becomes an important proposition to construct a new framework of the regional innovation system that following the development of new-quality productive forces.Given the new trends in the evolution of the regional innovation system under the requirements of new-quality productive forces,a new framework for the regional innovation system named“three-layer,six-chain,two-way”is built in this paper.It is based on“six connections”:the service connection mechanism,the platform connection mechanism,the financial linkage mechanism,the institutional linkage mechanism,the application connection mechanism,and the condition connection mechanism.Furthermore,it designs the path to construct“six connections”and offers ideas and suggestions for improving the overall effectiveness of the regional innovation system,taking Tianjin as an example,to accelerate the establishment of a regional innovation system that is compatible with the development of new-quality productive forces.
