Abstract:It has become a consensus that the benign development of emerging science and technology urgently needs the framework support of ethical governance.At present,there are three concerns in the construction of science and technology ethical governance system:risk governance,agile governance and global governance.The analysis of these three concerns shows that there are still some practical problems such as insufficient emergency capacity,low governance efficiency,and global cooperation to be strengthened.The tentative strategies of ethical governance of science and technology is helpful to solve these practical problems.The tentative strategy is characterized by cautious,dynamic,flexible and progressive approach to the problem,including top-bottom and bottom-up governance methods,paying special attention to the warning,feedback and adjustment of the strategy to seek the best results,and its governance process is more suitable for the“upstream”stage of the development of emerging science and technology.As a response to uncertainty,tentative strategies can help improve the ethical governance system of science and technology.However,its strategy itself has some problems,so it needs practical wisdom such as balancing flexibility and stability,taking into account temporary and long-term,coordinating localization and globalization.
