The Logic of Coordinated Governance Between the Government and the Market in the Technology Market: Analysis Based on the Theory of Institutional System and Market Design

Abstract：Building a high-standard technology market is an important support for promoting the efficient flow of innovation resources and achieving high-level self-reliance and self-sufficiency in science and technology,as well as a clear requirement of national development strategy of China.This article constructs an interactive framework between the government and the market from the perspective of institutional systems and market design theories,using three dimensions including market thickness,market fluidity,and market security.By employing policy quantification analysis and social network analysis methods,and taking the technology market in Beijing as an example,the technology market is divided into four development stages.The study investigates the logic of collaborative governance between the government and the market from a historical evolution perspective.The research finds that the governance of government is an integral,gradual reform process towards respecting market laws;The path dependence of the social framework of acquaintances is formed within the market,where social capital plays a positive role in inhibiting market inefficiency lock-ins;The technology market forms a combination of“strong capable government”and“weak effective market”;The top-down and bottom-up coordination mechanisms between the government and the market are still imperfect.Based on the conclusions of the study,this paper puts forward policy suggestions,in order to provide a useful reference for China's high-standard construction technology market.
