Abstract：The talent highland is an inherent requirement of the strategy to build a strong nation of talent in the new era,and it is also the core driver for promoting technological innovation and industrial upgrading.This study explores the intrinsic logic,core architecture,and strategic initiatives of the talent highland.The research reveals that:①The intrinsic logic demonstrates the complex and multi-dimensional dynamic development process of the talent highland,characterized by mutual dependence and mutual promotion among“strategic alignment-institutional drive-systemic evolution”;②The core architecture unveils the essential elements and configuration of the talent highland,presenting a multidimensional system including subject structure,connection structure,and hierarchical structure;③Strategic initiatives contribute to optimizing the allocation and efficient utilization of talent resources,reflected in a deep layout of“top-level planning→strategic coordination → policy integration”.This study aims to provide decision-making references for the construction of talent highlands and talent platforms,offering theoretical insights and beneficial references for building world-class talent hubs and innovation highlands.
