How Big Data Policy Foster New Quality Productive Forces in Enterprises: Evidence from a Quasi-Natural Experiment of the National Big Data Comprehensive Pilot Zone

Abstract:This paper investigates the role of new quality productive forces(NQPFs)in driving high-quality economic development through innovative allocation of production factors.Using the“National Big Data Comprehensive Pilot Zone”as a quasi-natural experiment,we employed Difference-in-Differences(DID)and Double Machine Learning(DDML)methods to assess the impact of big data policy on NQPFs in listed companies.Results show that the policy significantly enhance NQPF development by promoting industry-academia-research collaboration,broadening knowledge bases,and improving firms'absorptive capacities.Heterogeneity analyses reveal that big data policy have a stronger effect in the central and western regions,less marketized areas,growth-stage firms,and enterprises with lower financing constraints.These findings suggest the need for tailored policy interventions.Overall,our research highlights how big data policy can catalyze NQPF development and provides practical insights for fostering innovation and economic growth through digital transformation.
