法国三类新型研发机构对中国的启示——基于组织视角的分析

摘要本文基于组织视角,引入组织结构、组织行为、治理机制、组织绩效理论框架,选取融合研究所、卓越实验室和法国技术研究院三类196家新型研发机构,深入分析法国政府差异化体系化布局新型研发机构的创新机制和实践经验,以期为中国新型研发机构健康发展提供参考。研究发现:法国新型研发机构建设在组织结构上按需灵活组建由董事会自治的虚拟研究网络或实体机构;在组织行为上围绕创新链,推行差异化发展、错位布局;在治理机制上建立与混合组织行为相适应的资源配置、用人、协同和经费管理机制;在组织绩效上推行分类考核,指标设置不追求 “广而全”,将考核结果与奖励经费挂钩。研究结果可为中国从可持续和长远角度推动新型研发机构健康发展提供经验参考。

Abstract：This paper,based on an organizational perspective,introduces the theoretical framework of organizational structure,organizational conduct,governance mechanism,and organizational performance.It selects 196 new R&D institutions,including Convergence Institutes,Laboratories of Excellence,and French Institutes of Technology,to conduct an in-depth analysis of the innovative mechanisms and practical experiences of the French government's differentiated and systematic layout of new R&D institutions.The aim is to provide reference for the healthy development of new R&D institutions in China.Research has found that in terms of organizational structure,French new R&D institutions are flexibly assembled according to needs,forming virtual research networks or entities with autonomous boards of directors.In terms of organizational conduct,they promote differential development and mismatched layouts around the innovation chain.Regarding governance mechanisms,they establish resource allocation,personnel,collaboration,and fund management mechanisms that are compatible with mixed organizational conduct.In terms of organizational performance,they implement differentiated assessments,with indicators not pursuing “broad and comprehensive”coverage,and linking assessment results with funding rewards.The research results can provide experiential references for China to promote the healthy development of new R&D institutions from a sustainable and long-term perspective.
