Abstract：Nowadays, researches on the quality of patent are active, and the concept of patent quality is also frequently used.But it is lack of a more reasonable, normative and coherent definition of patent quality.In view of this, through the analysis of existing research results, the meaning of patent quality, namely the extent to which patent meets the criteria and requirements set by the Patent Law, is defined based on the real intention of the patent system in this paper.Furthermore, it puts forward a system of patent quality definition constituted by quality of patent right, quality of patent technology and patent documents to illustrate the connotation of patent quality.Finally, it proposes some suggestions to create a relatively reasonable system framework for the evaluation and research of patent quality.
