Abstract：At present, an era of producing, sharing and applying data in large scale has opened. Huge crowds and application markets, high complexity, full of changes make China the world's most complex large data state.Facing big data problems from the national level and making related policies to guide big data research and applications, is an important guarantee for enhancing the country's core competitiveness to build national innovation system in big data context. In three aspects—changes in thinking, business transformation and change management caused by big data, this paper analyzes the far-reaching influences of big data on our society and provides theoretical support and policy recommendations for building a national innovation system
