Abstract：Based on the panel data of seven major developing countries including China,Russia,India,Brazil,South Africa,Mexico and Argentina from 2000 to 2009,the paper empirically investigates the outside technology spillover effects of FDI and import trade and the inside technology spillover effects of the industry -university-research institution cooperation,and then compares with nine major developed countries including the United States and so on.The results showed that both the outside technology spillover effects of FDI and import trade and the inside technology spillover effects of the industry -university-research institution cooperation are not evident.Meanwhile the study results also showed that major developing countries are a fund-driving innovation pattern all the same.
