Abstract：Intensity of RD investment(RD investment off GDP)not only reflects the scientific and technological strength and innovative capacity of a country(region),but also an important indicator of the mode of economic development.Beijing,as the national science and technology innovation center, its expected target of intensity of RD investment is about 5.5% according to its 12th five-year plan.Therefore,how to ensure Beijing to achieve the above goal,is an important issue.Through detailed analysis of the structure and contribution rate of Beijing s RD investment,the article finds the risk of “high governmental and low enterprises” RD investment in Beijing.Moreover,the contribution of enterprise RD decreases.Lastly,we put forward relevant policy implication,such as,government investment should play the role in guide in enterprise R D investment to improve enterprise RD investment contribution rate,and take the advantage of maintaining foreign R D funds.
