Abstract：During the construction of smart cities in China,the ambiguity of technical construction,the complexity of urban structure,and cognitive uncertainty would lead new risks.Four kinds of key risk factors consisting of strategic risk,technical risk,industrial risk,and social risk are investigated in this study.Specifically,the characteristics of the four risk factors and the causes of such risk factors are elaborately examined and related suggestions are put forward,which include the construction of local theories of smart city,the improvement of independent innovation and safety of core technologies,the establishment interactive mechanism between city construction and industry development,and the perfection of policy system on smart city construction.
