Abstract:By analyzing the flow mechanism of innovation element,this article reveals the network characteristics of the innovation process,and divides the innovation production process into upstream technology development stage and downstream economic transformation stage.After that,based on the internal operation process and impact of the process,considering the association between sub-processes and nonlinear characteristics of innovation elements flow,it builds a two-stage DEA model associated to the network to calculate the overall industrial technological innovation,and the efficiency of each sub-processes of China s 37 industries.
