Industrial Enterprises RD Activities and Government s RD Subsidy Reform——Based on the Evolutionary Game Theory

Abstract：China as a backward country in the industry technology,in recent years,it has increased RD subsidy,but the structure of government RD subsidy and RD output is still in an unbalanced state.This paper studies the interaction process between government and industrial enterprises in the RD subsidy activity based on the Evolutionary Game Theory.Research results show that:besides creating a good environment for independent innovation by improving laws,rules and regulations related and enhancing the supervision on subsidy funds usage,the government should change its original idea of supporting industrial enterprises “optionally”.It also should formulate patent subsidy policies suitable for entrepreneurial research and RD based on different RD characteristics of different industrial enterprises,and thus solve the “strategic” problems of enterprises application.
