Abstract：Under the post-academic science background,the commerce and industry interest permeated into the academic or none-academic research field and made the dividing line between the R&D and industry weaken.The R&D outsourcing took accelerated percentage in the whole R&D and the R&D deviated from other industries and became the directing way of creating value gradually.The emerging and growing of independent R&D enterprise was the symbol of maturity for R&D industry.Empirical study of the integrated circuit confirmed that point.The R&D industry has great significance for China's current industry upgrade and the development of productive service industry.
