Abstract:This paper applied DEA-Malmquist index approach to measure the total factor productivity (TFP) change of China energy industry with panel data of 29 provinces from 1999 to 2010,which included technical efficiency index and technical progress index.TFP of energy industry was decreasing during the sample period,and the main cause of TFP growth was the advance of technical progress,while technical efficiency change deteriorated the productivity.In addition,there are significant condition convergence for the technical efficiency in all regions in China,but no significant absolute convergence.There is not only conditional convergence,but also absolute divergence for technological progress.Hence,the energy industry for China's productivity in the various provinces will not achieve the ultimate convergence.
