Abstract：Independent innovation, as a national development strategy, has attracted the attention of academic world and practical world.Realizing independent innovation needs the guarantee of related institution and the support of the national government.However, the management institution of public science and technology based on neo-classical paradigm and aiming for making up for market failure and realizing the effective configuration of scientific and technological resources, cant provide a beneficial guide for achieving independent innovation.Based on this, this paper redefines the management of pubic science and technology, puts forward a new paradigm of its which based on evolutionary economics and oriented to independent innovation, and demonstrates its superiority so as to provide meaningful inspiration for realizing independent innovation strategy of our country.
