Abstract：The paper systematically analyses the modern system of scientific research institutions.It takes Hong Kong research and development center as an example.It points out that the reform of public scientific research institutions should combine with national strategic orientation and industrial characteristics.It should focus on the system construction of state-owned property investor system, governance structure design, open innovation, organizational legislation and so on for fulfilling the public science and technology mission of the government.
