Abstract：By combining two methods of theory deduction and experience induction, the paper adopts a multi-disciplinary research method which involves the comprehensive usage of industrial economics, geographical economics, evolutionary economics and general policy.After analysing the public policy formation of strategic emerging industry cluster policy rentals mechanism, this paper constructs an evolutionary theoretical model of strategic emerging industrial cluster based on policy rents.It studies the mechanism of path creation based on dynamic comparative advantage and enhancing international competence, and also puts forward some related policy ideas.The article emphasizes the dual policy rents as an important and complex role in the evolution of new industries, and presents a view that the dynamic comparative advantage and path creation are critical points of the healthy development of strategic emerging industry clusters.
