Abstract：The weakness of independent innovation capability important question that restricts the successful transformation and upgrading in the majority of enterprises in China.Among many factors leading to the problem above, innovation market failure has exerted great effect on the underinvestment on R&D.Based on the definition of technological innovation market failure, the paper analyses the demand and supply part from endogenous and exogenous perspective, pointing that through expanding the derived demand and guiding the venture capital flows, the investment level in innovation market could be lifted.Political instruments are needed for solving the failure issue.To avoid the government failure, the paper studies countermeasures separately in four innovation modes, in which policy support is inclined for the social marginal benefit maximization of limited resource allocation.
