Abstract:Science and technology brings the huge risk while it provides a powerful driving force in human development.Modern technological risk has many different characteristics compared with the traditional risk.Science and technology risk regulation-making involves various stakeholders, including science and technology experts, business, government, the media and the public.The right of speech is imbalance among them which makes technology regulation policy facing some difficulties:the experts having more discourse power, the government selective mutism, the public collective mutism.In order to realize the optimization of technological regulation policy, various stakeholders should communicate, exchange and cooperate, giving full play to the policy tension, democratizing expert knowledge, cultivating civic spirit of public, establishing deliberative democracy pattern and strengthening the macro-Policy guidance.
