Abstract：U.S.federal government agencies with federal laboratories made their Five-Year-Plan to promote technology transfer in response to Obama's Presidential Memorandum signed on Oct.28,2011.Those plans began being implemented in 2013 FY.This paper collates and analyses from four perspectives on new approaches in plans established by six federal agencies that conduct most technology transfer activities.
